Members of the public can watch the live broadcast of meetings and can call in during question period at the end of the meeting if they have a question related to an agenda item. In addition, questions received during the meeting about an agenda item through info@powellriver.ca will be read out.

Minutes

Minutes are the record of the proceedings of a meeting. At Powell River City Council meetings, Committee of the Whole meetings, and Finance Committee meetings, the Corporate Officer is tasked with keeping a record. Subsequent to a meeting, minutes are circulated to Council members so everyone in attendance at the meeting is able to verify the accuracy of the minutes before they are adopted. Minutes of meetings are posted on the City of Powell River website for citizens to view.

Council Meetings

Regular Council Meetings are held in Council Chambers on the first and third Thursday of each month at 7 pm. City of Powell River Council meetings are chaired by the Mayor. During the meeting, announcements are made by Council members, delegations can be heard, correspondence is reviewed, proclamations are made, reports are reviewed, and bylaws are considered. There is also the opportunity for people in attendance to ask questions of Council regarding business that has been considered that evening. City Council meetings are where Council’s decisions are made, through votes. In most cases, considerations from the Committee of the Whole are elevated to City Council meetings, where Council can vote on the matters brought before it. This is where City business is determined. Subject to holding lawful in camera meetings in accordance with Section 90 of the Community Charter, City Council meetings are open to the public. The meetings are held in Council Chambers at City Hall. City of Powell River meetings are webcast and can be viewed live, or archived meetings can be played through our webcasts.

Committee of the Whole Meetings

Council meets regularly as Committee of the Whole (COTW) to receive public delegations, inquiries, and staff reports on various issues. COTW provides an opportunity for Council to informally discuss items with staff or other resources present to provide information as needed. COTW meetings are chaired by the Acting Mayor. The COTW may provide direction to staff on Agenda items at the COTW meeting. Council, sitting as COTW, cannot decide on City business at a committee meeting but may make recommendations for council’s consideration at a Council meeting. The chair of the COTW reports on the Committee’s meetings at Council meetings. Subject to holding lawful in camera meetings in accordance with Section 90 of the Community Charter, COTW meetings are open to the public. The meetings are held in Council Chambers at City Hall. Minutes are available for public inspection in the Administration Department and are posted on the City’s website.

Liquid Waste Management Plan

The City of Powell River was mandated by the Ministry of Environment to prepare a Liquid Waste Management Plan. This plan forms a basic strategy to ensure disposal of liquid waste in conformity with Ministry regulations. The plan covers areas such as safe treatment and discharge of sewage and storm water, as well as water conservation and source control (sustainable environment initiatives). In addition, this plan recommends the consolidation of the Westview and Townsite treatment facilities.

Select Committee on City Owned Properties

The City of Powell River is committed to promoting community health, economic resiliency, and vibrancy. Council has appointed a select committee to provide recommendations on the redevelopment of City-owned properties to address issues such as housing needs and economic opportunity.

Harbour Users Advisory Committee

The purpose of the Harbour Users Advisory Committee is to provide advice to Council in relation to the North, South and Westview Harbours, regarding the following:

work plans and objectives,
operations, issues and improvements,
long term planning,
coordinating feedback and communication between harbour users, harbour staff and Council, and
other matters referred to the Committee from Council.

The Committee serves as an advisory group, with suggestions and advice referred to Council as recommendations for consideration. All management and operations of harbours are the responsibility of City staff. The Committee has no delegated authority to oversee or direct harbour staff or operations.
